Pramote Prominn, the spokesman of Internal Security Operations Command Region 4 Forward said by the case of Patani Raya Bureau for Peace and Development
(LEMPAR) and Human Rights have issued a statement on June 9, 2016 called on the
government to ensure fairness and respect for human rights equally without
discrimination like as double standards, including a lawsuit against three
human rights and also called for a network of human rights organizations helped
the campaign to protect the basic rights of human rights defenders, as the news
was reported. From such data,
the Internal Security Operations Command Region 4 Forward clarified
for understanding as follows;
Background
On
January 8, 2016, Ms. Anchana Himmeya, the president of the Hearty Support Group that submitted the letter to General Aksara Kerdphol,
the talking leader and Lieutenant General Wiwan Pathomphak, the commander
of 4th Army Area Command / the director of Internal Security Operations Command Region 4 at Chulaporn Camp, Narathiwat Province, on the situation of torture in the southern border provinces. The commander of 4th Army Area
Command had agreed to check hastily
the fact.
On February 10, 2016
the network of organizations which prepared the report contained with Cross
Cultural Foundation, the Hearty Support Group and the network of Patani
Human Rights Organizations joined together to publish news and book
"Reports of torture and other cruel, inhuman or degrading dignity in the
southern border provinces of Year 2014- 2015" at the Prince of
Songklanakarin University, Pattani Campus and the later there have been
published through various media widely.
Execution
The commander of 4th Army Area Command / the
director of Internal Security Operations Command Region 4 has ordered the relevant authorities to
expedite the investigation with transparency leading up to punish the offender
and serve as a guide to improve the performance of officials to be accepted and
urgently built the confidence in later, including provided the letter to the National Human Rights Commission
in order to check the facts in another way.
The scrutiny committees
checking the fact have held the meeting related entities to check the relevant
information from the report of 54 cases that can be investigated and identified
only 18 cases which resulted from the evidences that the authorities were
informed before, during and after the detention did not find the convincing
evidence that there was torture in any way. The Division Director of Internal
Security Region 4 Forward has invited Mrs Anchana to attend the meeting on February
14, 2016, as well as coordinate continuously the claimed person about the information

times to jointly verify the truth to appear but didn't receive the cooperation
from individuals and organizations involved in any way.
The reasons and the necessary for law enforcement
The Division Director of Internal
Security Region 4 Forward attempts continuously in collaborate with
organizations which prepared the report to jointly verify the truth but it didn't
get any cooperation. Thus they intentionally concealed the information by using
the victims as the tool to prepare the report that didn't lead to the fact-
finding investigation and find the ways to resolve as they have claimed. At the
same time such document has been released to the public through the media extensively.
In spite of that has not been widely shared exploration. This could lead to
social misunderstanding affect reputation and trust the officials and the Division
Director of Internal Security Region 4 Forward. Moreover there were some
important issues, for example ; "The victim was naked in a cold room in
front of female paramilitary
volunteer and she took her chest
attach to the face of victim." that was the violation of human dignity and
fundamental rights of women seriously.
To
maintain and preserve the troubleshooting according to the guidelines of
peaceful, It requires the legal mechanisms and procedures in order to seek the

that evidence as a defense in court. If the information does not exist or has

citizens equally and fairness. But the state can't ignore or discriminate
against those persons who violate the rights of others or offense. So the claim
of LEMPAR group and Human Rights Watch by lacking of scrutiny the fact
thoroughly that will continue to promote and support the use of mob rule to
above the law which would be the problem and the obstacle to resolve the problem of border southern provinces.
